The role of the Planning and Forestry Department is to manage the land use of the United Counties’ territory while ensuring effective and respectful environmental planning. The Official Plan is the primary management policy document. The Larose Forest and the cartography services are also the responsibility of this department.

Land Use Planning

WHOM TO CONTACT; COUNTIES OR MUNICIPALITIES

There are two levels of municipal government in Prescott and Russell: the local municipalities and the United Counties.

The distribution of jurisdictional responsibility for land use planning can be confusing. Please do not hesitate to contact the planning authorities of your local municipality or the United Counties' Planning and Forestry Department, according to the guide below.

PLEASE CONTACT TO THE UNITED COUNTIES FOR:

  • Lot creation or changes to be made to an existing lot*
  • Plans of subdivision or plan of condominium*

    *Exception: please refer any such inquiries regarding the City of Clarence-Rockland directly to the municipality.

  • Amendments to the Official Plan of the United Counties of Prescott and Russell

FORESTRY (LAROSE FOREST)

The United Counties of Prescott and Russell own the Larose Forest and woodlands covering an area of over 10,944 hectares (27,031 acres) including forests and wetlands. Workers at Larose Forest take care of this precious heritage, which includes more than 200 kilometres of trails available to the community for various outdoor activities.

History

To date, more than 18 million trees have been planted to make Larose Forest the second-largest community forest in Ontario.

The United Counties of Prescott and Russell has an interactive mapping system available to the public. This site allows you to search your property zoning, the land uses of an Official Plan, the soil capability, or the location of a particular road.
